This event has been terrible for me and I wrote it off last week, not stressing about anything even though retro video games are a big love of mine.
It’s bad enough the ghost boxes are a rare drop and only 2 characters can get them but then the power pellet needed for buildings isn’t guaranteed when you get rid of Pac-Carolers.

Yeah it sucks how bad the drop rate for Power Pellets are. The Ghost Boxes seem to be the worst place to get them so you need to rely on the PAC-Carolers who as you said don’t always drop them. Just keep at it, no need to stress over this event because it gets worse as you progress to week four
